The results will vary according to icon, so make sure to play with settings to achieve a look thats best for your base.
This tutorial will NOT work for everyone.
001.
Duplicate your base.
Set it to screen at 100%.
Sharpen it once.
002.
Create a new layer and fill it with (#161649).
Set this layer to exclusion at 100%.
003.
Create a new layer and fill it with (#C2D7C9).
Set this layer to color-burn at 100%.
(Opacity varies, but you can always tweak it later.)
004.
Duplicate your base.
Set it to screen at 60%.
Sharpen once (if needed.)
005.
Create a new selective coloring layer.
Input the following.
Reds
-100
0
+100
0
Yellows
+100
0
+100
0
Neutrals
+15
0
+40
0
Set this layer to softlight at 100%.
